This page publishes the framework, chair candidates, and conflict-of-interest disclosure of the editorial committee of Gikai Commons, operated by ISVD.
The framework and charter of the editorial committee are finalized. Actual appointments of the chair and editorial members will proceed in stages from June 2026 through November 2026. During the period before the chair is appointed, Representative Director Naoya Yokota serves as interim editor.
Gikai Commons is a neutral infrastructure for parliamentary data. Rather than evaluating individual legislators or municipalities, the committee oversees data standards and the publication of verification scripts to make structural patterns visible.
The core differentiator is not the act of publishing data, but data quality assurance, openly published verification scripts, and transparency of editorial decisions. The committee carries the transparency obligation.
External researchers and practitioners form the majority. Upon appointment, members disclose party affiliation history, public office history, and material interests. The disclosure template is published below.

We have approached Professor Satoshi Machidori (Kyoto University), Professor Jouji Shishido (University of Tokyo), and Professor Katsuya Hirose (Hosei University) regarding the academic advisory board. A second wave with Professor Mari Miura, Professor Naoko Taniguchi, and Professor Yosuke Sunahara is planned.
