School Pools Are Disappearing — How Fiscal Gaps Between Municipalities Become Gaps in Learning to Swim

The response to their aging splits by municipal finances, and the shared base of learning to swim that public schools once carried shifts toward what each household can afford. Classroom lessons alone rarely build the practical drowning prevention, such as swimming in clothes.

Three Responses to Aging Pools, and Where the Burden of Learning to Swim Lands

What Is Happening

Japan holds 23,411 school outdoor pools (FY2024); per school the number keeps falling as aging and heat split the response three ways

Swimming pools at Japan's elementary and junior high schools are quietly disappearing. The country's schools hold 23,411 outdoor pools, the third most common school facility after gymnasiums (34,778) and multipurpose grounds (31,405). They account for 18.6% of all physical education and sports facilities held by schools.

What is falling is the number per school

Outdoor pools also sit at public facilities, private facilities, and universities. Counting all of them, the national total fell from 26,177 in FY2021 to 25,384 — a drop of 793 facilities. Limited to schools and universities and technical colleges, it fell from 24,182 to 23,553 — a drop of 629 facilities.

Per school, the decline shows as a longer trend. The number of outdoor pools has fallen from 0.87 to 0.83 at elementary schools and from 0.65 to 0.63 at junior high schools, survey after survey.

The escape route the Courses of Study had already prepared

Swimming is placed in the Courses of Study. Yet the same standard allows a school not to teach the practical lessons when a suitable pool cannot be secured, provided it still teaches how to guard against water accidents. In other words, the shift to the classroom is an escape route the system anticipated from the start. Against a backdrop of aging facilities and record heat, some schools now hold lessons at private facilities instead of rebuilding, and others drop practical lessons for the classroom, a shift the Japan Sports Agency itself acknowledges. At first glance this looks like flexible adaptation. The problem is how that adaptation splits.

Construction runs from ¥120 million to ¥269 million

Why let a pool go? First, rebuilding is expensive. A survey of other municipalities compiled by the Meguro City Board of Education records that the single-storey outdoor pool built at Kuki Municipal Aoba Elementary School in 2016 cost about ¥269 million to build. Rough estimates presented by other municipalities range from ¥120 million to ¥220 million. Meguro itself works on ¥200 million for an outdoor pool.

An indoor heated pool can be used year-round, but the order of magnitude changes. The same paper calculates at ¥500,000 per square metre and, for an 800-square-metre facility, arrives at ¥400 million.

Annual upkeep is about ¥1.8 million per school

The cost continues after construction. Contracted cleaning, inspection of the filtration plant, purchase of disinfectant and water-quality testing, water charges, repairs. Building up from FY2022 actuals, Meguro puts annual upkeep at about ¥1.8 million per school. A major refit to improve function is estimated, from cases in other municipalities, at about ¥50 million. Whether a municipality can keep paying this for a facility used only a few weeks each summer ties directly to its finances.

The heat is the trigger, not the root

Then came the heat. Record heat has made outdoor swimming lessons themselves hard to hold, and cancellations and shifts to the classroom have risen. The heat was a trigger that sped up the response, but at the root lies the fiscal question of whether the budget to rebuild an aging facility can be secured.

A 6.9% opening rate — the lowest of any school facility

And a school pool is barely open to its community. This is not an impression; it is in the figures. In FY2023, of 17,866 public schools holding an outdoor pool, 1,236 opened it to the community — a rate of 6.9%: 8.3% at elementary schools, 4.3% at junior high schools, 4.4% at high schools.

In the same survey, gymnasiums are opened at 83.9%, outdoor playing fields at 74.1%, martial arts halls at 46.9%, and even indoor pools at 20.8%. The outdoor pool is the least opened of the school facilities surveyed. It exists for that school's lessons alone and sits unused much of the year outside a brief summer window. Its utilization hardly matches its upkeep, and the more strained a municipality's finances, the heavier the burden of holding on to it.

Three in four fall in the smallest size class

The distribution of sizes also bears on how easily pools can be consolidated. Of the outdoor pools held by schools, 74.0% fall in the smallest class of 150–399 square metres; at elementary schools, 79.7%. Only 4.3% across all schools are 1,000 square metres or larger. These are not facilities with a competition-sized water surface, but small stretches of water for that school's own pupils, scattered across the country.

Reading the Structure

Three paths, set by municipal finances

What comes into view is that the response to aging pools splits three ways by municipal finances. With fiscal room, a municipality can consolidate pools into an indoor hub school and rebuild. Able to pay a fee, it can outsource lessons to private swim schools. Able to do neither, it cuts practical lessons and leans on the classroom.

The capacity to consolidate into sits outside the schools

Consolidation, though, is a narrower option than it looks. Schools hold only 885 indoor pools nationwide, one twenty-sixth of the 23,411 outdoor ones. Private sports facilities, by contrast, hold 2,958 indoor pools, more than three times as many. The water that can be used year-round already sits largely outside public education. That distribution is part of why outsourcing becomes the realistic option.

Municipalities already hold 1,768 indoor pools

The third option, using community facilities, in fact has substantial capacity behind it. Public sports facilities hold 1,768 indoor pools nationwide, twice the 885 held by schools, and 1,693 outdoor pools besides. Water that can be used year-round is also in municipalities' own hands.

Using a public facility for lessons, though, requires a timetable that allows for travel time and an agreement on who pays for the journey. Where that is not settled, the burden falls back on the household after all. Learning to swim is pushed back onto the household

This split pushes the learning of swimming back onto the household. If a pool is rebuilt, the chance to learn stays inside public education. Outsource it, and transport and part of the cost shift to parents. Go all the way to the classroom, and the practical skills that protect against a water accident, floating or swimming in clothes, are not gained at school. They can be learned only outside it, at a private swim school by households that can pay the monthly fee. The shared base that public schools once carried, that anyone can learn to swim, is replaced by what each household can afford.

Swimming is also a survival skill. Should the power to protect oneself from a water accident turn on a household's finances? A pool's aging is a physical fact shared nationwide, but its consequence divides by the municipality one lives in and the household's means. What lies here is less an education gap than a structure in which fiscal gaps between municipalities cascade into gaps between households.

What to keep as the shared base of public education

The question to ask is what to keep as the shared base of public education. Maintaining a pool at every school is not the only answer. Consolidation into hub schools, partnership with the private sector, use of community facilities: there are several means. But whichever is chosen, unless separating the chance to learn to swim from a household's finances is set as the axis of design, the split in responses becomes, directly, a gap between children. The chance for a child to learn to swim should reach every child equally, wherever they are born. Whether that one thing can be protected ahead of fiscal convenience is what is being asked.
